On the advice of the police, I have written and mailed the following letter to the landlord:
He wants to call the police, fine. I'm just doing what the police he called advised me to do.

Re: Unstable neighbour situation
Dear Property Management Professionals,
I am writing to you on the advice of the Bellingham Police Dept. to inform you of a situation that is developing in our apartment, 817 25th St., Apartment D.
Tonight, for the second time in 24 hours, the Bellingham Police Department has been called here to the apartment by my neighbor, Donnie Stevens, Apt. D2, to complain about my threatening him (which is completely untrue, and which the police agree is not true).
Donnie is a heavy drinker, and appears to be prone to bouts of paranoia, especially when drinking. He freaks out when strangers come to the door (of which a number have lately, since another neighbour in our apartment, Wayne Kernak, is advertising his unit for sublease on Craigslist). Donnie refuses to answer the door for strangers, only looking through the peephole and shouting at the visitors through the door.
I confronted Donnie about this behaviour yesterday, and it led to a shouting match, though at no time did I make any threatening moves, nor did I ever threaten him with violence. Nevertheless, he called the police, who came to defuse the situation, and advised me to avoid him when he gets like this.
Again this evening, a stranger came to the door, and Donnie freaked out when I came out to answer it, threatening to call the police if I came near him (I didn't, though I did raise my voice and told him to “fuck off.”). He immediately called the police again, who again came to defuse the situation. In both cases, Donnie was drinking heavily, and strangers coming to the door were trigger of his belligerent behaviour, and subsequent calls to the police.
The police again advised me to avoid him, and also advised me to inform you of the situation, which I am now doing.
At this time, I am not asking you to do anything. I am simply letting you know that one of your tenants appears to be becoming more unstable, and to let you know about the situation.
